Status, Importance and Necessity of SCCR


 The wise decision and emphasis of the Great Leader Imam Khomeini and the Supreme Leader Ayatollah Khamenei on sustainability of an institution that is responsible for cultural and scientific policymaking show the strategic importance of SCCR. Accordingly, a great volume of policies and decisions in scientific and cultural fields and whatever related to science, education, research and technology is made upon SCCR ratifications. This is proven by both facts and figures and by the activists in various scientific and cultural fields. The outcome shows how important science, research, and culture were for the leaders of the revolution and how they have anticipated a high status for SCCR in cultural and scientific decision-making for the future of the nation.
The status, role and missions of the Supreme Council of the Cultural Revolution in designing and directing science, art and culture of the nation is a responsibility vested on SCCR only.
On status of SCCR, the Supreme Leader once said:
“There is a need somewhere to put in order the sparse and scattered diversified cultural activities. The Supreme Council is where to begin. This is where you are looking for. We have no other place to take the responsibility. We cannot meet this anywhere else.”
The Supreme Council of the Cultural Revolution is not responsible for policymaking only. A greater part of the SCCR is policymaking, but a notable part is responsible for designing methods for implementation of a decision in strategic areas.
In 2007, the Supreme Leader said:
“It is necessary to prepare the required strategies and regulations for macro management of cultural organizations and institutions by the Council as soon as possible.”
“With respect to the new dimensions of cultural assault and large-scale conspiracy of the colonial powers in their purposeful use of new tools and methods to fight the Islamic Revolution, the Supreme Council of the Cultural Revolution ought to manage the cultural revolution front against the cultural front of the enemies and fulfill its vital responsibility of active and innovative confrontation with cultural assault and prevent the spread of moral corruption and meanness in the country.”
In his visit with the SCCR members on June 13, 2011, the Supreme Leader pointed to the importance of culture and highlighted SCCR missions by saying: “Amidst the very complicated and vast cultural assault of the global arrogance against Islamic system, the Supreme Council of the Cultural Revolution is responsible for strategic policymaking and directing the influential cultural centers and executive organizations like command headquarters in the warfront.”
 
Credibility of SCCR Ratifications
 
On Feb. 25, 1985 upon a request by the then president Ayatollah Khamenei from Imam Khomeini on credibility of the ratifications of Supreme Council of the Cultural Revolution, he replied:
“The rules and regulations ratified at the Supreme Council of the Cultural Revolution must be enacted.”
By virtue of ratifications of the 209th Session on Nov. 11, 1997, the Supreme Council of the Cultural Revolution is recognized as the supreme authority for policymaking, strategy assignment, decision-making, coordination and directing all cultural, educational, research and technological affairs across the country within the context of the general policies of the Islamic Republic of Iran and its decisions and ratifications are enforceable like a law. 
Also in his visit with the chairman and members of SCCR on January 24, 1997, the Supreme Leader stressed on enforcement of the ratifications of the council:
“No one in the country is needless of a thoughtful and perfect organization with all outstanding features and awareness on shortcomings and demands like the Supreme Council of the Cultural Revolution. This council is responsible for identifying cultural problems, decision-making and notification of the ratifications for enforcement. Therefore, all ratifications of the council are enforceable and all executive organizations should enforce its decisions.”
Also in his visit with SCCR members on Dec. 15, 1999 the Supreme Leader said ratifications of the Supreme Council of the Cultural Revolution were legal and enforceable for all commissioners of the cultural programs: “All institutions must accept the credibility of these ratifications.”
In his visit with SCCR members on Dec. 17, 2002 the supreme leader stressed that:
“Ratifications of this council must be notified by the Secretariat and its enforcement must be assured by the president. This means the Ministry of Education, Ministry of Science, Ministry of Health or Ministry of Culture should not dare to reject it. They must enforce the ratifications. We have collected a number of highly learned persons at this council for such an important issue. Ratifications must be enforced. I insist on this and I think the responsibility of SCCR Secretariat in this connection is more outstanding. The Secretariat must consult the president in notification of the ratifications. All state officials must feel responsible for enforcement of these ratifications. They say, Majlis [Iranian Parliament] is responsible for lawmaking. True. The council does not make law. All enforceable decisions do not turn to be laws. Ratifications of the government are also enforceable. Directives of ministers for their employees are also enforceable. They do not need to be named law. Their enforceability will have the effect of law undoubtedly. Imam Khomeini, too, used to stress on this point. We asked him to consider the ratifications of this council as a law, he said they must be enforced, i.e. they are enforceable.”
Ayatollah Khamenei in his recent visit with SCCR members on June 13, 2011 stressed on enforcement of SCCR ratifications:
“The Supreme Council of the Cultural Revolution is one of the legal and unquestioned institutions of the Islamic Republic of Iran and its ratifications are enforceable.”
He also continued that: “The required guarantee for enforcement of the SCCR ratifications is the membership of the heads of three forces in this council. The legal decisions and strategies of the council must be respected and its ratifications must be notified instantly.”
