Secretariat of the Supreme Council of the Cultural Revolution


 The SCCR Secretariat is working under the secretary of the council to meet such goals as better expert-level review of SCCR ratifications and to offer appropriate scientific, research and service supports according to the tasks and responsibilities of the council. In addition to administrative and scientific and research supports, the Secretariat makes use of available data and accomplished researches to supervise, evaluate, coordinate and follow-up enforcement of SCCR ratifications.
Provision of the SCCR draft policies, defining research and study projects, reviewing reports submitted by the executive organizations, provision of the complementary reports, establishing constructive connections and interactions with the elite, cultural managers and experts of theological schools and universities on priorities and goals of the council, commissions, research units, conducting expert-level studies on various socio-cultural fields, correcting consumer behavior, education system, science and technology, reviewing future scientific and cultural developments, reviewing the existing cultural and scientific state of the country, etc. are among the other responsibilities anticipated in the structure of this Secretariat.
 
Pillars
 
1- Board of Trustees 
Members of the Supreme Council of the Cultural Revolution constitute the Board of Trustees and it is chaired by the head of the council. The Board of Trustees is responsible for the following:
A) Fulfilling duties anticipated for the boards of trustees of universities and higher education centers according to pertinent rules and regulations
B) Verifying and ratifying budget proposed by the Secretariat for presentation to the authorized sources and verifying previous year budget
C) Ratifying detailed organizational charts 
D) Ratifying financial and transactional bylaws
E) Ratifying executive bylaws
Note: The Board of Trustees has been authorized to delegate some responsibilities and authorities to the secretary or to any other real person.
 
2- SCCR Secretary (Head of the Secretariat)
 
The secretary of Supreme Council of the Cultural Revolution is the highest ranked administrative and executive post in the Secretariat and spokesman of the council. He is elected from among the members and proposed by the SCCR to the Leader, then appointed by the SCCR chairman after Leader’s approval. He is authorized for the following responsibilities:
- Supervising and directing research and study activities of the Secretariat
- Determining the general policies and courses of action at the Secretariat
- Provision of the agenda and proposals, plans and programs required and requested by the council
- Presenting annual performance report of the Secretariat and other reports requested by the council
- Preparing financial and transactional bylaws as well as detailed organizational charts
- Proposing required amendments to the jobs classification program
- Notifying ratifications of the council and proposing ways for enforcement of the ratifications
- Notifying Board of Trustees ratifications for enforcement 
According to SCCR ratification, the Secretariat of the Supreme Council of the Cultural Revolution is authorized to:
1- Establish relationship and cooperate with scientific and cultural centers, institutions and councils, and evaluate their performance according to SCCR rules and regulations, and compile required reports
2- Conducting research and studies requested by the council and presenting expert-level consultation
3- Providing and proposing plans to facilitate realization of SCCR goals and duties
4- Studying and opining on all plans and proposals submitted to the council by cultural, educational, and publicity centers, institutions and cultural experts
5- Identifying intellectual and epistemological demands of the society, identifying cultural manifestations, and planning strategic methods for presentation to the Supreme Council 
6- Creating an efficient information system to link the Supreme Council to the cultural, educational, research and artistic centers
7- Establishing relationship with scientific and cultural organizations, associations and assemblies in transnational, national and regional levels, gathering and analyzing data for presentation to the Supreme Council
8- Studying and identifying cultural movements across the globe and introducing influential world centers to the Supreme Council
9- Creating a supervision and control system to monitor SCCR ratifications and to evaluate the outcomes of these ratifications, and to present reports to the Supreme Council when needed
10- Establishing desirable relationship with the authorized, specialized and innovative people in scientific, cultural and research (academic and theological) centers and paving the ground for realization of SCCR objectives and responsibilities
11- Provision of agenda and taking minutes of the sessions of the Supreme Council
12- Implementing all organizational and support activities for SCCR, its members, satellite councils and related commissions
13- Accomplishing all other tasks requested by the Supreme Council or its members
