SCCR councils and specialized units


To realize its goals and accomplish its missions, given the vastness of scientific and cultural fields, the Supreme Council of the Cultural Revolution has established several specialized councils, boards and work groups in cooperation with and membership of SCCR members. Hereunder we will introduce them in brief.

1- Steering Council

By virtue of Article 20 of SCCR internal bylaw, the Supreme Council has established the Steering Council of the Supreme Council of the Cultural Revolution to make optimal use of SCCR sessions, concentration on fundamental issues and major policymaking on cultural and scientific issues. Constituted by all members of SCCR, chairman of the Consultation Commission except the heads of three forces and those members officially permitted for absence, this council is responsible for studying and making decisions on the subjects delegated by the Supreme Council.
According to the articles of this bylaw, ratifications of the Steering Council will be enforceable within two weeks after notification at the Supreme Council when no objection is pronounced by at least three members of the council.
Those ratifications of the Steering Council with official authority from SCCR shall be enforceable without the two-week period.

2- Public Culture Council

The Public Culture Council has been established under the Supreme Council of the Cultural Revolution for policymaking, directing and supervising public cultural affairs in the country.

Major responsibilities:
1- Reviewing and analyzing important cultural conditions and movements in the world, clarifying the impact of important cultural centers and tools, making appropriate policies, and presenting comprehensive analytical reports
2- Reviewing and analyzing cultural conditions and movements in the country, evaluating the value system of the society for identifying the strong and weak cultural points, and presenting appropriate solutions
3- Planning for and directing the public culture movement in the country meant to realize the cultural policies approved at the Supreme Council of the Cultural Revolution
4- Preparing plans for coordinating cultural activities and publicity in the official art and culture organizations and centers
5- Paving the ground for and coordinating state-run organizations to realize part of their plans related to deepening and promoting public culture
6- Studying cultural impacts on socio-economic plans and programs in a bid to keep these plans on the track of cultural policies
The ratifications of this council include establishment of cultural institutions and organizations, councils, statements, cultural occasions and cultural bylaws.

3- Council for Islamization of Educational Centers

Islamization of the educational centers is one of the major concerns of the officials and people. This has always been stressed in all cultural areas from the beginning of the Islamic Revolution. It is the prime object of the cultural revolution. The Supreme Council of the Cultural Revolution in continuation of the activities of Cultural Revolution Headquarters and away from political ballyhoo, established a specialized council known as the Council for Islamization of Educational Centers to work along with the SCCR.

Major responsibilities:
1- Preparing and proposing policies related to Islamization of universities and higher education centers to the Supreme Council of the Cultural Revolution
2- Preparing appropriate strategies for Islamization of universities and educational centers based on modern research and studies
3- Presenting effective and workable solutions to SCCR in line with Islamization of universities and higher education centers
4- Supervising correct implementation of the ratifications on Islamization of universities and higher education centers
5- Presenting a report to SCCR every six month on the Islamization process of the universities and higher education centers

4- Art Council

Art is one of the most important tools for cultural management of the society. Such a sensitive and specialized field needed establishment of a council. Due to the influence of art on culture, the Art Council can serve as a specialized arm for art strategies and programs.

Major responsibilities:
1- Preparing major art policies for the Islamic Republic of Iran for proposal to SCCR
2- Offering policies and strategies for various fields of art
3- Boosting connections and coordination among manufacturing, executive and scientific fields of art
4- Making policies on introduction and promotion of native and local arts
5- Supporting religious, philosophical and Gnostic researches on art and applying the results in artistic and architectural creations
6- Approving articles of associations of the art foundations and institutions in national level as handed over by the SCCR
7- Evaluating annual reports on artistic activities and presenting the evaluations to SCCR
8- Clarifying the functional role of art and proposing pertinent policies


5- Socio-Cultural Council of Women and Family

The special attention SCCR pays to women and family is because of the need to avoid going to extremes in national and international levels in case of women and family as compared to other walks of life. The council has been established to help create a moderate approach toward women and their rights and to help all-out policymaking in this field.

Major responsibilities:
1- Making required policies for creating appropriate grounds for personality growth of women, accelerating revival of human value and excellence, meeting women’s rights by all means according to Islamic principles and proposing appropriate patterns
2- Preparing and proposing required policies for identifying positive features of tribal culture and preventing weakening of this culture, identifying the causes and effects of manifestations of corrupt foreign culture and ethical deviations, annihilating the remains of unjust approaches against women practiced in the name of religion
3- Proposing required policies, planning and coordinating programs proposed by executive organizations on family promotion
4- Making appropriate policies and planning for better use of free times for girls, women and their families
5- Preparing plans to promote the general awareness and literacy of women, reviewing policies and appropriate methods for education and higher education of women
6- Reviewing participation of women in political, social, economic and cultural activities and making plans to remove obstacles to these activities
7- Preparing appropriate plans to support unattended women and children and taking care of their occupation and living standards
8- Planning for coordination of centers and organizations active in cultural and social affairs of women and presenting proposals to the Supreme Council when needed
9- Proposing research in important cultural and social issues for women to the authorized persons and centers, and supporting Muslim theorists, thinkers and scientists working on family and social issues
10- Constant study of cultural and social status of women and family and preparing annual reports
11- Planning for development of cultural ties with revolutionary societies and movements of women and family in other countries, specially in Islamic countries

Quranic Culture Development Charter

The Quranic Culture Development Charter has been ratified and notified to create coordination among governmental and non-governmental institutions and active groups in terms of promoting Quranic activities in national and international levels, to boost faith and belief in Quran and its teachings, to deepen understanding of the Holy Quran, to promote practical undertaking of Quran in individual and social levels, to infuse Quranic culture into management system, decision-making bodies and national plans, and to develop familiarity with Quran.

Major responsibilities:
1- Preparing and ratifying Quranic culture development criteria and approving Quranic activities supervision indicators
2- Studying and proposing ways for the rule of Quranic principles and fundamentals in long- and mid-term development plans and notifying them to the decision-making organizations and institutions
3- Reviewing Quranic missions of the governmental and public organizations, councils, headquarters and other Quranic assemblies and presenting them at the Supreme Council for approval
4- Paving the ground for and following up realization of Supreme Leader’s guidelines and concerns on Quranic activities
5- Creating required strategies for coordinating all Quranic activities
6- Approving national and trans-sectoral plans for development of Quranic culture
7- Planning for empowerment and participation of the general public in Quranic activities and boosting the support role of the government in this connection
8- Planning for the development of endowment culture in Quranic affairs and maximum use of the endowed properties in this connection
9- Supervising Quranic activities in governmental and non-governmental organizations
10- Identifying demands, restrictions and obstacles to development of Quranic culture and making use of all available capacities to remove the obstacles
11- Prioritizing budgets for Quranic activities for presentation to the Supreme Council
12- Planning for provision and development of required human resources for Quranic activities
13- Planning for designing of statistical systems and information networks of the Quranic affairs

6- Specialized Council and Steering Headquarters for Implementation of the Comprehensive Map of Science

The Supreme Leader’s recent guidelines on software movement, science production and comprehensive map of science provided the greatest impetus for compilation of the map.
In early 2007, the Supreme Leader stressed on defining and compiling the comprehensive map of science by the Supreme Council of the Cultural Revolution without delay in a perfect and comprehensive way.
The map was finally compiled at round the clock efforts of 2000 university professors and seminary experts after 300,000 man/hour work in expert-level and specialized sessions. It was approved at the Supreme Council in January 2011.
According to Clause “B” of Chapter 5, “the Headquarters for Implementation of the Comprehensive Map of Science” was established. Today, the map is under implementation.

Goals behind Compilation of the Comprehensive Map of Science

1- The rule of monotheistic insight in all aspects of individual and social life and promoting religious culture in the society
2- Training able, wise, healthy, creative, free and self-believing people
3- Creating a virtue-centered, justice-oriented , free and secure society
4- Fixation of a strategic, far-sighted and systematic approach in policy-making area
5- Removing pressing demands of the nation in safeguarding independence and meeting self-sufficiency with respect to the local facilities and advantages
6- Localization of science and technology and commercialization of their products
7- Trespassing the boundaries of science and technology, in particular, the human and basic sciences, and pioneering science and technology

8- Specialized Council for Developing and Upgrading Educational System

Upon the emphasis of the Supreme Leader on fundamental development of general and higher educational system, the “Specialized Council for Developing and Upgrading Educational System” was established in 2007 at the approval of the Supreme Council of Cultural Revolution to compile the strategic document for philosophy of education.

Major responsibilities:
1- Determining theoretical and value-based principles and basic decisions for development of the educational system
2- Management of development and renovation of educational system
3- Supervising realization of development and renovation of educational system
4- Reviewing philosophy of education in the Islamic Republic of Iran and presenting the reports to the Supreme Council
5- Ratifying major policies for development of the educational system
6- Approving roadmap for development of the educational system
7- Proposing fundraising, supplies and removing obstacles for realization of the development plans of the educational system
8- Determining indicators, proposals, and development programs of the ministries based on the philosophy of education in the Islamic Republic of Iran
9- High-level supervision on implementation of development programs in the educational system

9- Specialized Council for Cultural Engineering

Cultural engineering has always been stressed by the Supreme Leader since years ago. In the new period of activity of the Supreme Council the First National Seminar on Cultural Engineering was held on January 11, 2006 to: produce cultural engineering literature, attract and participate the elite, and develop cultural engineering into the common talk of the society. The seminar made an outcome of over 3000 pages of cultural engineering literature.
Upon issuance of the new orders of SCCR members, the issue was proposed at the general session of the Supreme Council for compilation of the cultural engineering map. According to a ratification dated May 15, 2007, the Specialized Council for Cultural Engineering was established.
The council focused on compilation of the cultural engineering map and approving definitions and key concepts at sessions headed by the SCCR secretary.
Today, in addition to monitoring cultural issues, the comprehensive cultural engineering map has been provided and it is expected to be put on the agenda of the Supreme Council for approval.

10- Specialized Council for Human Sciences Development and Promotion

The Supreme Council of the Cultural Revolution in its Oct. 13, 2009 session approved establishment of the “Specialized Council for Human Sciences Development and Promotion”. The council is now active to realize the following responsibilities.

Major responsibilities:
1- Presenting and approving priorities, appropriate educational and research policies and programs in two levels of general and higher education
2- Strategic and effective surveillance on educational and research activities of the institutions working on human sciences; planning for evaluation, pathology and reformation of related structures, concepts, procedures, rules and regulations
3- Making decisions on promotion of research and education in scientific institutions and training talented man power, specially the university professors
4- Compiling required rules and regulations for student selection in major courses of human sciences according to the ratified standards such as the degree of efficiency, employment capacities, conformity to Islamic theoretical dogmas and Iranian-Islamic culture
5- Planning for science production and theorization in human sciences
6- Designing and creating an integrated system for publication and promotion of good works on human sciences for presentation to the addressees and users
7- Presenting workable strategies for effective support of major projects, research and productions, thinkers and active institutions in line with promoting human sciences
8- Providing required strategies for joint scientific activities between universities and theological schools
9- Institutionalization of theorization, debate and free-talk panels in human sciences and Islamic wisdom areas in the universities and theological schools in cooperation with the related boards to advance a critical approach toward translated version of human sciences
10- Planning for human sciences productions and introducing these products in international scene

11- Specialized Council for Theological Studies

To boost relationships with the ulema and sources of religious imitation, and to make optimal use of their capacities and capabilities the Supreme Council of the Cultural Revolution established the “Theological Studies Commission” in Qom in 2007. Since its establishment, the commission has managed to develop into a specialized council. This council, in cooperation with theological schools, specially the Supreme Council of Qom Theological School accomplishes its cultural missions.

Major responsibilities:
1- Identifying and introducing capacities and capabilities of the theological schools for using them in scientific policymaking and planning for cultural engineering and engineering of culture
2- Identifying and introducing intellectual and epistemological demands in religious area to be used in research and study plans and meeting these demands by the theological schools
3- Proposing policies for the development and promotion of religious and spiritual beliefs in the country
4- Presenting proposals to the Supreme Council in line with realization of cultural policies of the Islamic Republic of Iran in terms of religious affairs
5- Identifying sensitivities and concerns of the theological schools, sources of religious imitation, Supreme Council of the Theological Schools and preparing plans on the problems of theological schools
6- Studying and presenting policies for active cultural-religious presence in international arena

12- Supervision and Inspection Board

Ever since its establishment, the Supreme Council of the Cultural Revolution made preparations for controlling implementation of the ratifications by the executive bodies and state-run organizations. This led to the establishment of Supervision and Inspection Board. The board was established based on ratification at the 28th Session on July 2, 1985 of the Supreme Council of the Cultural Revolution to supervise implementation of the cultural ratifications of the Supreme Council.

Major responsibilities:
1- Supervising right implementation of the ratifications of the Supreme Council
2- Annual study of the Supreme Council ratifications and presenting required amendments meant to improve the procedure and increase effectiveness
3- Data gathering on the individuals whose competency and eligibility have to be approved at the Supreme Council, except the chancellors of universities
4- Settling cultural disputes resulting from the Supreme Council ratifications at the cultural organizations
5- Verifying the complaints presented by the Supreme Council and filed against cultural organizations, with due observation of the Supreme Council’s status

13- Cultural and Scientific Evaluation and Supervision Board

The Cultural and Scientific Evaluation and Supervision Board was founded in 2000 according to the responsibilities of the Supreme Council. By virtue of Article 1 of the related bylaw, the board is responsible for realization of the following scientific and cultural tasks:
1- Presenting a real picture of cultural and scientific state by annual reports for the attention of the general public and officials in national and international levels
2- Creating a competitive atmosphere among the cultural and scientific activists by encouraging tools in fulfilling their responsibilities
3- Presenting proposals to the Supreme Council on removing the cultural problems and promoting the cultural and scientific standards
4- Creating an integrated system of evaluating scientific and cultural works by combining all experiences and capabilities and capacities

The scope of evaluation includes both governmental and non-governmental cultural and scientific activities in the fields of education, science and technology, art and culture and communications.
The level of evaluation includes the following macro and micro evaluations:
Macro evaluation: In this level, the cultural, scientific, educational and research state of the country is evaluated in national level. The evaluation in each sector is beyond the reach of the organizations. This evaluation has to determine the procedure in each sector and the relative stance of each in international level.
Micro evaluation: At this level, the state of each organization and institution in each sector is evaluated in comparison and contrast with one another. This evaluation will finally lead to ranking of similar organizations and institutions.

14- Supreme Board for Employment of Academic Board Members for Universities and Higher Education Centers

With respect to the higher status of science and education in Islamic culture and the need for respecting the dignity of higher education centers, and also due to the pivotal role of academic board members in higher education field, the Supreme Board for Employment of Academic Board Members for Universities and Higher Education Centers was established upon the ratification of the Supreme Council to facilitate employment of the learned, efficient and faithful professors.

Major responsibilities:
1- Planning for a unified strategy in employment of the executive boards and creating unified plan of action in employing the academic board members meant to help the growth of universities
2- Constant supervision on right implementation of rules and regulations on employment of academic board members in all levels
3- Reviewing all previous policies related to employment of the academic board members and presenting amendment proposals to the Supreme Council
4- Defining organizational chart and scope of activities for the central board of employment in the ministries and creating a well-defined interaction between the two ministries
5- Compiling before-the-job and on-the-job training courses for empowerment of the academic board members and supervising good implementation of the course
6- Holding briefing seminars and workshops for the employees of the employment boards
7- Verifying complaints and other tasks delegated by the Supreme Council
8- Studying annual reports delivered by the employment boards of the ministries and presenting the results to the Supreme Council

15- Theorization and Debate Tribunes Support Board

The Supreme Council of the Cultural Revolution supported establishment of Theorization and Debate Tribunes Support Board (special for Islamic and human sciences) with the following objectives:

1- Special support of methodological and workable debates and collecting them as experience treasury
2- Paving the ground for production movement and presenting Islamic theory in human sciences
3- Systematization of the scientific debates and specialization of cultural dialogs and creating official, scientific and legal opportunities for presentation of the ideas and studying them by critical approaches
4- Institutionalization of freedom of thought and expression and facilitating scientific exchanges by observance of ethics, logical dialog and Constitutional Law
5- Reducing cultural tensions and crises, and demagogy in religious debates at the universities
6- Encouraging cultural elite and experts to present constructive discussions in human sciences, research works and scientific production meant to prevent reliance on translated works
7- Meeting the intellectual and epistemological demands in scientific and cultural issues for the attention of the university staff
8- Transparency of the objects of debate in intellectual and cultural delineations, and summing up important scientific debates for cultural growth of the society

16- Committee of Islamic and Iranian Culture and Civilization

According to the ratification of the Supreme Council of Cultural Revolution, the Committee of Islamic and Iranian Culture and Civilization was established to meet the following goals:
1- Paving the ground for development and promotion of Islamic and Iranian culture and civilization
2- Creating required coordination among cultural and educational activists in line with realization of the above objectives
3- Presenting research and educational programs meant to develop Islamic and Iranian culture and civilization
4- Compiling and authoring, ratifying and presenting textbooks for various educational levels
5- Prioritizing research projects related to Islamic and Iranian culture and civilization

17- Work Group for Macro Management of Cultural Organizations

The Work Group for Macro Management of Cultural Organizations was established under the Supreme Council with members from among SCCR experts to make required coordination in the macro management of the cultural organizations.
The work group started its activities since July 2005. Ever since its establishment, the group has held various sessions and studied major problems with the cultural organizations.
Essentially, this group has been established to enforce discipline and to create solidarity in cultural activities of governmental, semi-governmental and non-governmental cultural organizations.

Major responsibilities:
1- Studying and evaluating comprehensive duties set for the cultural organizations in the Outlook Plan
2- Pathological study of the performance of cultural organizations as a unified system and preventing interference, parallelism and dispersion in their cultural activities
3- Determining major functions of each cultural organization or institution in the country
4- Determining ways for promotion of cultural management in cultural organizations
5- Making workable policies for careful assignment of tasks and preventing parallelism and interference among them
6- Improving connections and communications of the governmental and non-governmental cultural organizations and developing cultural and religious activities of the non-governmental cultural institutions
7- Reviewing duties and responsibilities of cultural organizations meant to boost their effectiveness
8- Studying and presenting ways for macro management of the cultural affairs in the country
9- Studying, evaluating and reforming the degree of effectiveness in each cultural organization according to the Outlook Plan prospects
10- Pathology of implementation of the existing ratifications of the Supreme Council
11- Reviewing, amending and compiling a workable follow-up system for ratifications of the Supreme Council
12- Pathology of the existing follow-up system and supervising the procedures
13- Reviewing and reforming the existing follow-up system and preparing workable strategies for an efficient follow-up
14- Determining the role of each monitoring system according to strategic supervision of the ratifications, interaction of these systems with one another and with the Supreme Council in fulfilling their duties
