Most important ratifications of SCCR during the past five years



The Comprehensive Map of Science, by definition, is a comprehensive, coordinated, dynamic and far-sighted map of action that comprises of fundamentals, goals, policies and strategies, structures, and requirements for strategic development in science and technology based on Islamic values meant to realize the goals of 20-Year Outlook Plan.
This document has tried to rely on local and national values, past experiences, scientific theories and examples, and scientific experiences. The Comprehensive Map of Science is based on the emphasis and guidelines of the Great Leader Imam Khomeini, the Supreme Leader Ayatollah Khamenei, and the Constitutional Law of the Islamic Republic of Iran to bring about all-out development for the country.
The map is the result of planning, efforts and endeavor, and expert-level studies at the Ministry of Science, Research and Technology, Ministry of Health and Medical Education, Deputy President for Scientific and Technological Affairs, as well as a great deal of research and study by great number of scientists, experts and officials responsible for the scientific and technological development of the country. Also a large number of policymakers, managers, university professors, researchers, universities and research centers, scientific centers and associations, educational experts, experts from theological schools in Qom and officials from the governmental centers of science and technology have helped development of the Comprehensive Map of Science.

Amending Articles of Association of Islamic Azad University

Approved at 597th, 636th, 651st, 652nd, 654th, 656th, and 669th Sessions of the Supreme Council of Cultural Revolution on Jan. 8, 2007, Nov. 25, 2008, Oct. 26, 2009, Nov. 9, 2009, Dec. 7, 2009, Jan. 18, 2010, and April 12, 2010
- By virtue of the articles of this association, the Islamic Azad University is an Iranian research and education institute based in Tehran established for an unlimited period of time.
- The domain of educational and research activities of the university in terms of degree and courses and in terms of establishing branches is determined upon the certificates granted by the higher education development councils of the Ministry of Science, Research and Technology and Ministry of Health and Medical Education.
- The university is a public non-governmental institute and its properties are considered as public properties. None of the founders, members of the Board of Trustees, managers and other officials in charge deserve the right to hold the properties for personal use. These properties shall be used according to Articles of Association and the rules and regulations in force to meet the expenditures and to bring about the development of this university.
- Pillars of power in Islamic Azad University are the following:
1- Board of Founders
2- Board of Trustees
3- Chancellor of the university
4- Council of the university
- Members of the Board of Trustees are the following:
1- Five full-time academic board members holding associate professor degree or above introduced and approved by the Supreme Council of the Cultural Revolution
2- Four members of the Board of Founders one of who shall necessarily be a cleric
3- Ministers of science, research and technology, and health and medical education or their authorized representatives
4- The chairman of the Organization of Leader’s Representative Offices in the Universities or his deputy
5- Chancellor of the university (secretary of the Board of Trustees)
The chancellor is responsible for administration of the university affairs. He is introduced and appointed by the Board of Trustees for a period of four years after winning the approval of the Supreme Council
- Establishment of the University Council, Council of Faculties as well as educational, research and student commissions, opening new faculties, admitting students and employing academic board members will be under the rules and regulations set forth by the Ministry of Science, Research and Technology and the Ministry of Health and Medical Education.

Objects, Policies, Rules and Regulations for Publishing Books

- Objects:
Promoting culture, promoting level of knowledge, deepening principles and values of revolution, freedom of publishing books, respecting freedom of pen, safeguarding the exalted status of science and thought and guaranteeing freedom of thought in the Islamic society

- Principles and Policies:
A) Affirmative and mandatory policies
- Books and periodicals enjoy freedom of expression according to Article 24 of the Constitutional Law.
- The government and all pillars of power in the Islamic Republic of Iran are obligated to support freedom of expression in the authorized books and periodicals within legal stipulations
- Efforts to promote religious, scientific, political, cultural, economic, historical and social awareness in general sense, and publication of books and periodicals in this respect are among the indisputable rights of the nation, thus no official or unofficial authority deserves the right to present publication of books or periodicals by the use of force.
- Any individual living in the Islamic Republic of Iran deserves the right to publish useful books for exchange of ideas, intellectual growth in the society, intellectual debates, free criticisms, and expressing ideas in line with bidding for good and forbidding from bad, and for free and fair quotation of the viewpoints.

B) Legal restrictions:
The following types of books, distorting the basics of Islam and public rights, do not deserve to be published:
1) Works on publicizing and promoting blasphemy and denial of religious fundamentals
2) Works on promoting and publicizing moral corruption
3) Works meant to instigate the society against the Islamic Republic of Iran and supporting opposition forces
4) Works on publicizing and promoting illegal hostile groups, followers of deviated religious sects, supporting monarchical and tyrannical system of ruling
5) Works meant to create tribal and religious uprising and discord or to bring about discord in social solidarity and national integrity
6) Works on mocking national and patriotic pride and prejudice, submission to Western or Eastern culture, civilization or colonial system of government
7) Works on publicizing dependency on one of the superpowers in the world, animosity with strategies and insights on safeguarding independence

Quranic Culture Development Charter

The Supreme Council of the Cultural Revolution in its May 11, 2009 Session approved establishment of the Quranic Culture Development Charter based on the ratification of the Specialized Council for Cultural Engineering and the pertinent amendment made on Oct. 22, 2009.
Creating a faithful society believing in the Holy Quran and traditions, realization of the thoughts and ideas of the Founder of Islamic Revolution Imam Khomeini and the guidelines of the Supreme Leader Ayatollah Khamenei in development of the life-restoring culture of the Holy Quran, and developing Iran into a developed nation with Islamic-revolutionary identity require national determination and well-coordinated will of the senior state officials for development of Quranic culture. Such a culture comes from the Holy Quran to dominate insights and approaches, social and individual behaviors, all policies and plans of the Islamic Republic of Iran.
The Quranic Culture Development Charter, representing policies of the Islamic Republic of Iran in dealing with the Holy Quran lessons in national and international level, was established to realize these objectives in word and action.

Rules Governing General Policies and Programs, Social, Cultural, Political and Economic Activities of Fifth Development Plan

The Supreme Council of the Cultural Revolution in its 624th Session on May 13, 2008, approved the single act on rules governing general policies and programs, social, cultural, political and economic activities of Fifth Development Plan based on ratification dated May 13, 2008, as the following:
“Single Act – Efforts should be made for realization of cultural engineering in all areas and issues, specially by providing cultural appendix for all programs and activities at the approval and supervision of the Supreme Council of the Cultural Revolution based on the following essentials:
Rule one: Religious principles and precepts coming from the Holy Quran and tradition must be the criteria for work.
Rule two: Serious endeavor for realization of Imam Khomeini’s thoughts
Rule three: Paying due attention to inborn human merit and freedom, perfect realization of social equity and ethical excellence in the society
Rule four: Paying serious attention to promotion of human status in decision-making and in all activities with an Islamic and native approach
Rule five: Serious endeavor for safeguarding dignity, honor, sovereignty, independence, freedom and excellence of Islamic Iran
Rule six: Serious endeavor for quality- and knowledge-based management and planning


Need for a Cultural Appendix in All Economic and Development Plans

The Supreme Council of the Cultural Revolution in its 618th Session on Feb. 20, 2007 approved the “The need for a cultural appendix in all economic and development plans”. Consequently, at the proposal of SCCR Secretariat it was placed in Article 2 of the Law of Fifth Development Plan.


Rules Governing Regulations for Promotion of Academic Board Members of Universities and Higher Education Centers

Due to the crucial role of academic board members in universities and higher education centers, the Supreme Council of the Cultural Revolution approved the “Rules governing regulations for promotion of academic board members of universities and higher education centers” in a bid to present the criteria for promoting the university professors. The ratification has necessitated realization of the following:
a) Reformation of the techniques to evaluate the responsibilities and duties of academic board members and evaluating their capabilities and capacities in scientific, educational, research, executive, cultural and pedagogical fields
b) Selecting and introducing national and international scientific websites and considering scientific points for articles, scientific and cultural products, and innovations of the academic board members
c) The need for winning minimum required credits in scientific, educational, research, executive, cultural and pedagogical fields
d) Specialization of the formula to verify promotion of the academic board members
e) Anticipating for objections made on negative vote of the Audit Board
f) Reducing the stop-time for promotion of the academic board members who have made outstanding achievements
g) Making use of the strong points of the latest bylaws and leading circulations on education and research

Articles of Association of the National Foundation for Computer Games

Video and computer games are specifically important due to the influence they exert on cultural development, the growth of cultural and scientific personality, and filling leisure time of various walks of life. Given the above importance it is necessary to pay more attention to production of new cultural products and to identify the elite in this industry to plan for better products.
The National Foundation for Computer Games was established under the Ministry of Culture and Islamic Guidance to make plans and support cultural, artistic and technical activities related to the video and computer games industry.


Bylaw on Establishing a Supreme Board to Select Academic Board Members

With respect to the highly respected status of science and knowledge in Islamic culture and the need for respecting the sanctity of the higher education centers, and also due to the need for employing highly learned, efficient and faithful instructors, the Supreme Board to Select Academic Board Members for Universities and Higher Education Centers was established. The board functions under the Supreme Council rules and regulations and its secretariat is located in SCCR Secretariat or in any other place assigned by this secretariat.

The Need for Using Persian Language in All Iranian Universities and Higher Education Centers

The Supreme Council of the Cultural Revolution in its 607th Session on June 25, 2007 approved and highlighted the need for using Persian language in all Iranian universities and higher education centers.

Establishing a Center to Reorganize Translation and Publication of Islamic and Human Sciences Outside the Country

The Supreme Council in its 608th Session on July 9, 2007 approved the single act on “establishing a center to reorganize translation and publication of Islamic and human sciences outside the country”.
Single Act – Given the need for presentation of the Muslim thinkers’ thoughts and ideas in contemporary intellectual circles and due to lack of information of non-Persian thinkers on Islamic and human sciences written in Persian and Arabic languages, including scientific and cultural heritage and products either before or after the revolution, the “Center to Reorganize Translation and Publication of Islamic and Human Sciences Outside the Country” is authorized to be established under Culture and Islamic Communications Organization. This center is established for unification, reorganization, and coordination of all issues related to publication, distribution and introduction of books and electronic periodicals on Islamic wisdom and human sciences translated into various live languages.

Policies and Strategies for Boosting Healthcare Standards in Women

The Supreme Council of the Cultural Revolution in its 613th Session on October 2007 ratified “policies and strategies for boosting healthcare standards in women”.
Healthcare protection in women, due to their role in creation, is very important specially in the formation of culture, upbringing, salvation, family health and social health. This comes from their rights in family and society.
The Constitutional Law of the Islamic Republic of Iran has necessitated supporting the human, social and cultural rights of all individuals including men and women, and observes healthcare issues of the individuals as an indisputable right that must be realized by the government.
The women’s rights charter, too, has stressed on meeting the rights of women in promoting their healthcare standards and supporting them in their medical and healthcare needs.
The Supreme Council approved “policies and strategies for boosting healthcare standards in women” based a proposal by the Social-Cultural Council of Women.

Biotechnology Strategies

The Supreme Council of the Cultural Revolution in its 615th Session on Nov. 26, 2007 approved the Biotechnology Strategies. Some articles of this ratification necessitate:
- Anticipating for annual budget to be funneled by the government for implementation of the national document for biotechnology
- Governmental support of financing corporations for facilitating and encouraging investment in biotechnology, giving priority to the private companies and cooperative societies located in the science and technology parks
- Prioritizing allocation of budgets under Clause D, Article 1, of the Law on Fourth Development Plan for developing biotechnology industry by the government
- Obligating ministries and related organizations to place biotechnological education, research and technology in their educational, research and manufacturing programs at the universities and affiliated organizations
- Facilitating import of research raw material needed for the research universities and institutions or the qualified corporations
- Providing necessary standards and certificates for the export of domestically manufactured biotechnological products to the national, regional and international markets
- Planning for creation of national bio-bank reserve

Policies and Strategies for Developing Nanotechnology in the Islamic Republic of Iran

The Supreme Council in its 582nd Session on May 1, 2006 approved “Policies and strategies for developing nanotechnology in the Islamic Republic of Iran”.
Given the importance the 20-Year Outlook Plan has attached to modern technologies, introducing nanotechnology as a first-rate priority in the Fourth Development Plan, and the emphasis the Supreme Leader placed on winning a deserving global rank in nanotechnology, the Supreme Council ratified policies and strategies for developing nanotechnology in the country with an emphasis on full implementation of the “future strategy document”.

Regulations for Attaining Title of Best Talent and Elite

This bylaw was approved at the 589th Session of the Supreme Council of the Cultural Revolution on Sept. 4, 2006.

Goal

Logical selection and presentation of scientific criteria, standardization of the criteria and the identification procedures for introducing the elite and best talents in each sector
1- “Elite” by virtue of Article 4 of the Association of the Foundation, is attributed to a person with outstanding talent and efficiency whose influence in production and development of science, art, technology, culture and management is easily felt, and whose intelligence, creativity, entrepreneurship, and intellectual capacity accelerates science production and innovation as well as scientific development of the society.
2- “Top talent” is a title attributed to a person who is potentially elite but the required ground for his/her identification or emergence of his/her exemplary capacities are yet to be provided. People with one of the following specifications are recognized as elite or top talent.
1) winners of leading national or international scientific Olympiads
2) top students of the nationwide university entrance examinations
3) inventors and explorers
4) top graduates of universities and theological schools (BA and above)
5) first-winners of the competitions on Quranic sciences
6) distinguished scientific, economic, social and cultural personalities
7) authors of novel and valuable literary and artistic works
8) members of the academic boards of universities and research-technological centers
9) instructors and researchers of seminary sciences

Establishment of College of Islamic Sciences, affiliated to the Leader’s Representative Office in the Universities

The Supreme Council in its 583rd Session on May 15, 2006 approved establishment of the College of Islamic Sciences, affiliated to the Leader’s Representative Office in the universities as the following:
Single Act: Given the need for training instructors of Islamic sciences in the universities, the College of Islamic Sciences, affiliated to the Leader’s Representative Office in the universities is established, whose articles of association shall be presented by the Leader’s Representative Office in the universities to the Council to Develop Higher Education for approval.”

Way of Granting Scientific Credit to the Magazines, Establishment of Scientific Associations, Scientific Pillars, Research Units, Theorization, Debate and Free Discussion Tribunes in Qom Theological School

The Supreme Council of the Cultural Revolution in its 625th Session on June 10, 2008, by virtue of May 13, 2008 ratification of the Council for Islamization of Universities and Higher Education Centers and at the proposal of the Consultation Commission and Theological Schools Commission of SCCR Secretariat approved the single act on “way of granting scientific credit to the magazines, establishment of scientific associations, scientific pillars, research units, theorization, debate and free discussion tribunes in Qom Theological School” as the following:
Single Act – Ratifications of the Supreme Council of Qom Theological School on granting scientific credit to the magazines, establishment of scientific associations, scientific pillars, research units, theorization, debate and free discussion tribunes in Qom Theological School are official, valid and enforceable possessing academic points in the universities and theological schools.


Articles of Association of Jame'at ol-Mostafa Al-Alamiya Scientific and Educational Institution

The Supreme Council in its 635th Session on Nov. 11 approved the Articles of Association of Jame'at ol-Mostafa Al-Alamiya Scientific and Educational Institution as the following:
Three decades after experiencing ups and downs and great domestic and foreign developments in world religious management, the Jame'at ol-Mostafa Al-Alamiya Scientific and Educational Institution is established to educate first-class ulema and flag-bearers of Quranic guidance and Islamic civilization ideology as well as contemporary theoreticians to meet the demands on Islamic wisdom and Quranic sciences, to produce and develop Islamic software and theories in management of thought, human resources and restructuring of the contemporary world. This new and innovative plan has been made to capture the high summits of religious science, culture and civilization developments in the world. Empowerment of this institution will realize a new structure, strategy, spirituality-oriented, innovative and novel approach in the world.
The idea was realized upon the wise order of the Supreme Leader on Dec. 18, 2007 on merging the “World Center of Islamic Sciences” and “Organization of Foreign Students Religious Seminaries” and it was named Jame'at ol-Mostafa Al-Alamiya Scientific and Educational Institution.

Establishment of the Coordination Council for Quranic Activities in the Universities and Higher Education Centers

The Supreme Council in its 575th Session on Jan. 25, 2005 approved the single act on establishment of the Coordination Council for Quranic Activities in the Universities and Higher Education Centers.
Single Act – The Coordination Council for Quranic Activities in the Universities and Higher Education Centers is established to make policies, coordinate and supervise Quranic educational and research activities and to supervise Quranic festivals and competitions in national and international level at the universities and higher education centers.

Literacy Policies

Literacy policies were ratified at the 595th session of the Supreme Council on Dec. 11, 2006.
Inspired by Imam Khomeini’s historical decree in Jan. 1979 on national mobilization for literacy movement, and also stressed by the Supreme Leader’s guidelines, the Supreme Council of the Cultural Revolution approved literacy policies in line with the 20-Year Outlook Plan, cultural and educational policies anticipated in the law and in the Fourth Socioeconomic and Cultural Development Plan. The plan was approved to uproot illiteracy in the country through implementation of strategic program for literacy. Some articles of the said polices are the following:
- The Ministry of Education is obligated to offer required flexibility and innovation in methods, educational rules and regulations and administrative procedures. In less populated villages and tribal localities where it is uneconomical to form classrooms, the Ministry of Education is obligated to pay for educational services offered by qualified real and legal entities.
- The Literacy Movement Organization is obligated to accelerate Literacy Movement progress through the following ways and means:
1- It is obligated to provide strategic programs for literacy in cooperation and coordination with the Management and Planning Organization.
2- The organization should give priority and advance Literacy Movement with encouraging mechanisms in the provinces with minimum literacy rate and in five provinces with highest illiteracy rate.
3- The organization must propose ways and means, rules and regulations for encouraging the illiterate people to be literate and present the proposals to the Cabinet of Ministers for approval.
4- In order to observe the standard teaching-learning principles and for literacy of the adults, the current literacy procedures and periods must be reviewed and reformed, and strategic programs must be made to develop form and content of the teaching-learning mechanism.
5- The organization must make optimal use of available capacities in the executive organizations as well as governmental and non-governmental social institutions to lead the Literacy Movement gradually developing from direct authority to management of Literacy Movement.
6- The organization ought to realize complete literacy of the age groups 10-29 until the end of Fourth Development Plan and 10-49 until the end of Fifth Development Plan by implementation of strategic literacy program.
- The Islamic Republic of Iran Broadcasting (IRIB) is obligated to cooperate with the organization and promote the cultural awareness on Literacy Movement by broadcasting advancement of the program through radio-television channels.
- In line with implementation of literacy program, the Management and Planning Organization is obligated to allocate required annual budget to help “stopping increase in illiteracy rate” and development of “education program for all” and implementation of “strategic literacy program”.

Articles of Association of the Support Fund for Iranian Researchers and Technologists

“Amendment to Articles of Association of the Support Fund for Iranian Researchers and Technologists” was made in the 217th Session of the Steering Council of the Supreme Council on Jan. 17, 2011 as vested by the 677th Session on Dec. 6, 2010 of SCCR.
Sustainable development in any nation depends upon creating and protecting scientific, research and technological assets of that country. Researchers bring about the scientific and technological development and ultimately all-out sustainable development of their respected country. Therefore, identifying, starting connections and supporting this able group of specialists in their scientific works will help scientific and technological production and all-out development. To realize this, in line with implementation of Clause 4 of Article 3 of the Constitutional Law and by virtue of Clause 16 of the SCCR ratification on “Status, Objects and Responsibilities of the Supreme Council of Cultural Revolution” the Support Fund for Iranian Researchers and Technologists was established for the welfare of the researchers to direct efforts for science and technology production and to pave the ground for public benefit in research and technology, and finally realize the sustainable development of the country.
- The goal behind establishment of this fund is to present support services and financial supports to the Iranian real and legal researchers to help development of their research activities in line with science and technology production whose benefits and outcomes will be in favor of the general public.
- Type of activity: Offering full-scale financial and non-financial supports to the Iranian researchers – academic or non-academic, inside or outside the country – in line with qualitative and quantitative promotion of science and technology production and development, and finally using the research and science production outcomes in national and international level.

Establishment of the Specialized Council for Human Sciences Development and Promotion

The Supreme Council in its 650th Session on Oct. 12, 2009, approved the Specialized Council for Human Sciences Development and Promotion upon a proposal by the Human Sciences Development Commission, as the following:
The Specialized Council for Human Sciences Development and Promotion is established by virtue of Article 18 of the internal bylaw of Supreme Council of the Cultural Revolution to bring about sustainable development in human sciences meant to design, organize, plan and manage human sciences development in the universities and educational and research centers.

Goals:
1- Human science promotion based on theoretical fundamentals of the Islamic Republic of Iran and Islamic anthropology
2- Reforming and promoting research and education in human sciences to bring them into conformity with policies, strategies and programs in all national issues
3- Coordinating collaboration of all authorities and institutions active and in charge of human sciences

Basij Day of University Professors

The Supreme Council in its 666th Session on July 5, 2010 approved naming the martyrdom day of Dr. Mostafa Chamran as the Basij Day of University Professors.

Rules and Regulations for Establishment of Computer Game Centers

This ratification was approved at the 682nd Session of the Supreme Council on March 16, 2011 based on Feb. 2, 2011 ratification of the Steering Board of SCCR. The ratification stipulates that:
- Game center is a public place with required hardware and software that presents media and amusement packages for users.
- The Ministry of Culture and Islamic Guidance is obligated to make use of all capacities and capabilities of the National Foundation for Computer Games and provide rules and regulations for establishment of computer game centers in cooperation with the Law Enforcement Forces and present to the Supreme Council for approval.
- The eligibility of the applicant for establishment of the computer game center is verified and approved by the Ministry of Culture and Islamic Guidance, therefore these centers will be open and active at the certificate granted exclusively by the ministry.


Policies, Rules and Regulations on Environmental Advertising

The Supreme Council has approved policies, rules and regulations on environmental advertising for organization and optimization of information dissemination, safeguarding Islamic, national and revolutionary values, helping economic growth, supporting domestically manufactured products and promoting right culture of cargo consumption through environmental advertising (advertising billboards, banners posted on overpasses, bus stations and metro stations, buses and trains, airports, as well as shops, trade centers, etc.).


Comprehensive Bylaw on Management of Universities, Higher Education Centers, Research and Technology Institutions

The “comprehensive bylaw on management of universities, higher education centers, research and technology institutions” has been approved at the 684th Session of the Supreme Council on Feb. 28, 2011 upon Jan. 30, 2011 proposal by the ministry of science, research and technology.
This bylaw was reviewed and amended for unification of the management structure according to the ratifications of the boards of trustees in a bid to make use of all capacities resulting from enactment of law, duties and responsibilities of the Ministry of Science, Research and Technology and the Ministry of Health and Medical Education. The amendment will also facilitate implementation of various ratifications of the Supreme Council and higher education development councils at both ministries, and will create constructive cooperation and management in all levels of authority when it comes to present reports to the authorized bodies.
According to this bylaw, the Board of Trustees is the highest ranking board of the institution and its duties and responsibilities have been assigned in the “Law on Establishment of the Boards of Trustees of Universities and Higher Education and Research Centers” as well as the “Law on Financial and Transactional Affairs of Universities and Higher Education and Research Centers”. The bylaw has also clearly assigned the number, status, specifications and responsibilities of the deputies of the institution, deans of the college, heads of the research centers and institutes, directors in charge of the educational groups, key executive officials of the institutes, members and responsibilities of the specialized councils and educational groups.

Bylaw on Rank Promotion of Academic Board Members

This bylaw approved at the 679th session of the Supreme Council on Jan. 3, 2011 pursues the following goals:
- Protecting, promoting and developing Islamic culture together with scientific competence of universities and higher education centers
- Meeting the scientific and technological demands of the country in line with safeguarding and promoting the Islamic Revolution achievements
- Training the required manpower for the country
- Fundamental change in the evaluation system of academic board members
In compilation of this bylaw, the Supreme Council has worked on form and content together. Therefore, this bylaw helps easy classification of scientific products by the academic board members in a new and easy-to-recover form. This will help self-evaluation of the academic board members before their referral to the evaluation boards. The bylaw also contains the promotion system of academic board members (research and education) within four cultural, pedagogical, social and educational (technological, scientific and administrative) fields according to the articles and clauses mentioned in related tables and charts.

Strategic Development Document for Educational System of the I. R. of Iran in the 20-Year Outlook Plan

The fundamental change in the educational system must observe the highly respected ideals of the Islamic Republic and the prospects of the Outlook Plan that intends to develop Iran into the first economic, scientific and technological power in the region. It intends to help the Islamic Republic start constructive interaction in international relations with an Islamic-Iranian identity.
The wise emphasis of the Supreme Leader on fundamental change in educational system is the guide to overcome challenges before the Islamic Republic of Iran. This development shall be made through reliance on Islamic-Iranian philosophy of education, compiling Islamic-Iranian model of development, and preventing the use of imported, old and purely imitative models of education. The statement on values in this document includes lessons from the Holy Quran and Islamic traditions, Constitutional Law of the Islamic Republic of Iran, guidelines of the Great Leader Imam Khomeini and the Supreme Leader Ayatollah Khamenei, and the 20-Year Outlook Plan. Other sections of this document are statement for mission, prospects, chief objects, macro strategies, operation plans and strategies.

Philosophy of Education in the Islamic Republic of Iran

In the first part of this work we studied the basics for education, quality of education and upbringing, the need for education and upbringing, types of education, principles and priorities for education, and in the second part philosophy of officials and general education in the Islamic Republic of Iran has been discussed theoretically and based on the intellectual and Islamic fundamentals.

Comprehensive Plan for Promoting the Culture of Prayer

The Supreme Council of the Cultural Revolution in its 566th Session on July 2005 has approved the “Comprehensive Plan for Promoting the Culture of Prayer” to promote and deepen the Islamic beliefs, values, approaches and to help establishment of support hardware and software systems needed to promote the culture of prayer in the country. The ratification pursues the following goals:
- Development and promotion of the culture and value of praying and reforming social approach toward prayer
- Financial and spiritual support of any effort for developing and promoting prayer
- Endeavor of the senior management systems to develop and promote prayer
- Facilitating publicity, education and training, reformation and boosting understanding on meeting requirements of prayer in the society
To realize the above goals, the Prayer Council is established with officials representing the president, some ministries, organizations, Qom Theological School and cultural personalities. The chairman of this council is appointed by the head of SCCR at the proposal of Prayer Council members and approval of the Supreme Leader.


Policies, Rules and Regulations for Establishment of Islamic World Science Citation Database (ISC)


According to the ratification of the 623rd Session of the Supreme Council on April 29, 2008, the Islamic World Science Citation Database (ISC) was established to meet the following goals:
- To serve as an Islamic and independent scientific database for Muslim scientists
- To give chances for renovation in human sciences upon Islamic criteria and values
- To pave the ground for scientific development and scientific evaluations in Muslim nations
- To create an appropriate ground for optimal exchange of views between Muslim scientists and Islamic centers
- To encourage and direct research on human sciences according to the Islamic fundamentals and values to help remove social problems in the world of Islam

Establishment of the National Foundation for the Elite

This foundation was established at the 562nd Session of the Supreme Council on May 30, 2005 to make wise use of scientific capacities and capabilities of the elite in line with science production and software movement. According to the articles of this ratification, the foundation has to pursue the following objects: planning and policymaking for identifying, guiding, material and spiritual support of the elite; employing and supporting them in their efforts for science and technology production and well-balanced scientific development of the country.
The foundation is responsible for:
- Policymaking and planning
- Creating coordination among organizations and institutions dealing with elite affairs and supervising their activities
- Helping provision of tools and facilities for the presence of the elite in national and international gatherings inside and outside the country
- Establishing a world network of Iranian elite inside and outside the country

Admitting Native Students in the National University Entrance Examinations

Upon a proposal by the Ministry of Science, Research and Technology on boosting admission of native students in the national university entrance examinations, the Supreme Council of the Cultural Revolution in its 628th Session on July 22, 2008 approved the proposal as the following:
- The Sanjesh or National Examination Organization is obligated to allocate at least 65 percent of the capacities of day student universities and higher education centers to the local students in cooperation with the ministries of science and health.
- The Islamic Azad University is obligated to admit at least 70 percent of the local students in all courses in provincial level in cooperation with the ministries of science and health.
